Information on the licencing:
Since Windows Server 2016 Microsoft has changed its licence model – it has been changed from the “per processor licencing” to the “per core licencing”.
This means: All physical cores of a server need a core licence. Please note in this respect:

For each processor, a minimum of 8 core licences is required
For each server, a minimum of 16 core licences is required
The core licences are exclusively sold in double packages
